About this opportunity
The California Department of Veterans Affairs (CalVet), through the Veterans Home of Redding, is requesting bids for temporary relief Medical Director services under IFB 26RS0014, with bids due July 23, 2026. A mandatory 3 percent DVBE (Disabled Veteran Business Enterprise) participation requirement applies unless exempted, with an incentive available for exceeding this goal.
The scope requires on-call Medical Director services to fill temporary vacancies, substitute for full-time employees on extended leave, and maintain appropriate staffing levels at the facility located at 3400 Knighton Road, Redding, California. The contractor must reside within a 100-mile radius or maintain a place of business within that distance to ensure response times of 1.5 hours or less, respond to service requests within one hour unless otherwise stated, and provide 24/7 contact availability.
Minimum qualifications include 12 continuous months of experience performing similar services within the last three years, graduation from a recognized medical school, current valid California medical license (M.D. or D.O.), Board Certification or Board Eligibility in Geriatric Medicine, Internal Medicine, or Family Practice, unrestricted DEA certificate, and certification by the American Board of Post-Acute and Long-Term Care Medicine or equivalent. The contractor must obtain credential verification, Live-Scan fingerprinting clearance, TB screening, health clearance, annual influenza vaccination or declination with mask requirement, and complete orientation training prior to service delivery.
The estimated contract term is 24 months, with Medical Director on-site hours estimated at 80 hours per month and off-site hours estimated at 40 hours per month, billed in 15-minute increments. Bidders must submit hourly rates on the mandatory Rate Sheet; rates remain firm for the contract term with no increases permitted unless specific authorization is included. The contractor bears all travel, lodging, and training expenses and must maintain commercial general liability insurance of at least $1 million per occurrence and professional liability insurance of $1 million per occurrence / $3 million aggregate. Award will be based on the lowest responsible bid. All questions must be submitted via email according to the Notice to Prospective Bidders timeline.
