The Project Manager must hold minimum five years of experience in substance use disorders and opioid use disorder expertise within the past five years; other key personnel require at least three years of work experience in substance use disorders and prevention education.

Proposers must maintain workers compensation, commercial general liability ($1 million per occurrence / $2 million aggregate), business automobile liability, $2 million umbrella liability, $2 million cyber liability, and professional errors and omissions ($1 million per occurrence including abuse and molestation liability) insurance. The contract is a one-year, one-time procurement with no renewal options, funded through Georgia's Opioid Settlement Program. Evaluation is on a 100-point scale: project plan and approach (45%), qualifications of key personnel (15%), relevant project experience and past performance (15%), availability of key personnel (3%), local preference (5%), service-disabled veterans preference (2%), and cost proposal (15%). Questions are due July 29, 2026 by 2:00 PM. Oral interviews are tentatively scheduled for August 25–27, 2026, with anticipated Board of Commissioners approval in September 2026.
