About this opportunity
Fulton County, Georgia is requesting proposals for legal services supporting the Fulton County Courts Justice Resource Center—specifically, a Family Law legal consultation program and a new Senior Legal Services program for low- to moderate-income individuals—with proposals due August 17, 2026 at 11:00 a.m. and a pre-proposal conference on August 4 at 10:00 a.m. via Zoom. All qualified attorneys must be members in good standing with the State Bar of Georgia and hold at least three years of experience in domestic and senior legal services.
The scope includes providing general legal information and advice (not representation) through onsite and remote consultation sessions. The Family Law component addresses divorce, custody, child support, and legitimation; the Senior Services component serves individuals age 60 and over on estate planning, guardianship, landlord-tenant issues, federal and state benefits (Medicaid, Medicare, Social Security), fraud, and elder abuse. The consultant must maintain regular physical presence at the Justice Resource Center (185 Central Avenue, Suite J1-7000, Atlanta, Georgia), provide a minimum of three consultation sessions or seminars per quarter, and update legal forms and packets quarterly.
Fulton County has established work-category participation targets of 16.83% minority business enterprise and 3.41% female business enterprise. Evaluation uses a 100-point scale: project plan and approach (20%), qualifications of key personnel (20%), relevant project experience (20%), personnel availability (20%), local preference (5%), service-disabled veterans preference (2%), and cost proposal (13%).
The contract term runs through December 31, 2027, with four optional one-year renewals (2028–2031) subject to annual Board of Commissioners approval. The selected consultant reports to Jeannie Ashley, Court Support Manager II, and must work five days per week at the Justice Resource Center. Oral interviews are tentatively scheduled August 31 through September 4, 2026, with anticipated board approval in October 2026. Questions are due August 11 at 2:00 p.m. through BidNet Direct. Contact Shondra Turner at shondra.turner@fultoncountyga.gov or 404-612-1100.
Opportunity text
Fulton County, Georgia "County" The successful consultant will provide general legal information and advice to Fulton County citizens. The Family Law Resource Section and the Senior Legal Services of the Courts Justice Resource Center are designed to primarily assist low to moderate income individuals who ordinarily could not afford an attorney. The Management Team is looking for a successful consultant to continue to execute and deploy the development and delivery of a Family Law legal consultation program of the Fulton County Courts Justice Resource Center (JRC). The vision is that the Family Law component will continue to func-tion by providing onsite and remote legal consultation sessions on Family Law matters to include assistance with the completion of paperwork for purposes of filing with the Fulton County Superior and Magistrate Court Clerk¿s Office. The Management Team is also looking for a successful consultant to continue to execute and de-ploy the development and delivery of a senior services legal consultation program of the Fulton County Courts Justice Resource Center (JRC). The JRC¿s Senior Services component will function in a similar way to the Family Law component in which assistance and information would be pro-vided to seniors (age 60 and over) who wish to educate themselves on legal issues underlying the elder population, such as Wills and Probate (Estate Planning and Guardianship), Landlord and Ten-ant issues (evictions), Federal and State benefits (Medicaid, Medicare, Social Security), Fraud and Elder Abuse, and Grandparents Rights. As with the family law consultation sessions, the senior ser-vices consultation component would not involve representation.
