About this opportunity
Fulton County, Georgia Department of Public Works is requesting proposals for progressive design-build services for the Friendship Pump Station (FPS) and associated force main under RFP 26RFP150795K-JAJ, with proposals due August 12, 2026 at 11:00 a.m. and a mandatory pre-proposal conference on July 22, 2026 at 11:00 a.m. via Zoom webconference. A local-preference criterion of 5% weighting applies to businesses with a staffed, fixed physical location within Fulton County for at least one year prior to proposal submission.
The scope is design and construction of one new pump station and approximately 12,500 linear feet of force main serving the sewer drainage basin between South Fulton Parkway, Cochran Mill Road, Cedar Grove Road, and Rivertown Road. The FPS will receive flows from the Cochran Road Pump Station (CRPS), built separately by Minerva USA, and discharge both FPS and CRPS flows to Fulton County's Cedar Grove Pump Station and Jones Road interceptor sewer where the contractor must install a tee, valve, and manifold for future connections. Design work includes value engineering, permitting, easement acquisition, and geotechnical surveys, culminating in a Guaranteed Maximum Price (GMP) proposal. Key personnel must have a minimum of five years of experience in force main and pump station design and construction.
The contractor must commence work within ten calendar days of Notice to Proceed, achieve substantial completion within 210 calendar days, and final completion within 300 calendar days. Liquidated damages are $1,000 per calendar day for missed deadlines. A bid bond equal to 5% of the design-build price is required at proposal submission.
Evaluation criteria weight project plan and approach at 35%, relevant project experience at 20%, cost proposal at 18%, key personnel qualifications at 15%, personnel availability and local preference at 5%, and Service Disabled Veterans Preference at 2%. Oral interviews and presentations are tentatively scheduled for August 24, 2026, with Board of Commissioners decision anticipated for September 16, 2026. The proposer must register with E-Verify, provide proof of authorization to transact business in Georgia, and comply with the Georgia Security and Immigration Compliance Act.
