About this opportunity

Fulton County, Georgia's Department of Real Estate and Asset Management is soliciting proposals for standby landscape design and installation services for countywide facilities under RFP 26RFP092026K-DB, with a pre-proposal conference on November 4, 2026 and proposals due November 24, 2026. The procurement carries no set-aside. Local preference is a scored evaluation factor: businesses maintaining a staffed physical location within Fulton County for at least one year before proposal submission receive 5% of evaluation points, and certified Service Disabled Veteran Business Enterprises receive a 2% preference. The County also established work category availability goals of 11.49% MBE and 2.62% FBE participation.

The standby, as-needed scope covers ground covers, shrubs, trees, site grading and drainage, irrigation repair and installation, tree removal, and site amenity purchases, from minor design and installation through complete landscape redesign packages. Limited hardscape design and rehabilitation covers concrete or asphalt pads and trails. Maintenance includes turf care, ornamental plant maintenance, irrigation management, and seasonal color bed installation. All work must comply with Fulton County's tree ordinance and TCIA and ANSI guidelines. Key personnel require a minimum of three years of landscape design and installation experience, and the Project Manager requires five years of experience within the past five years. Proposers must demonstrate financial responsibility through recent balance sheets, credit reports, and proof of no bankruptcy or insolvency history.

The contract term runs January 1, 2027 through December 31, 2027, with two optional one-year renewals for 2028 and 2029 subject to Board of Commissioners approval. Evaluation weights are project plan and approach at 40%, cost proposal at 20%, relevant project experience at 13%, qualifications of key personnel at 10%, availability of key personnel at 10%, local preference at 5%, and SDVBE preference at 2%. Awards will not be based solely on cost.

Addendum One, the newest update, revises the original October 8, 2026 RFP dates. The pre-proposal conference moves from October 21 (via Zoom) to November 4, 2026 at 11:00 a.m. Questions and clarification requests are due November 13, 2026 at 2:00 p.m. Proposals are due November 24, 2026 at 11:00 a.m., replacing the prior November 4 deadline and 11:05 a.m. public opening. Submissions go through BidNet Direct, and bidders must upload the signed addendum acknowledgment form with their package as outlined in Section 3.2.

The posting's description block references Taxiway Geometry Improvements, which conflicts with the RFP and addendum. This summary follows the attached solicitation documents.
