About this opportunity
The State of California Department of Veterans Affairs is soliciting Statement of Qualifications for bio-hazardous, pharmaceutical, and medical waste pick-up and disposal services under 26LS0003, with qualifications due July 3, 2026, restricted to certified small businesses only.
This is a small-business set-aside with an additional 3% Disabled Veteran Business Enterprise (DVBE) participation goal; bidders achieving 3% to 5% or greater DVBE participation receive an incentive adjustment capped at 5% or $100,000, whichever is less, applied to low-price award evaluation.
The scope includes collection, transportation, labeling, containerization, scheduling, documentation, and compliant disposal of pathological waste, pharmaceutical waste, and hazardous pharmaceutical waste at licensed facilities. Services are available statewide, with potential performance locations throughout California including Los Angeles County, Los Angeles City, Lake Los Angeles CDP, and East Los Angeles CDP. Vendors must demonstrate current California hazardous waste handler certifications, valid business licensing or incorporation documentation, compliance with California Department of Toxic Substances Control (DTSC) and federal hazardous waste regulations, and ability to service multiple locations while maintaining required insurance coverage.
Pricing is submitted on a per-pound basis on the mandatory rate sheet. The solicitation contemplates two service categories: monthly biohazard and pharmaceutical waste pick-up (estimated 36 annual visits at 80 pounds per service) and unscheduled or emergency pick-up (estimated 12 annual visits at 80 pounds per service). The State makes no guarantee regarding actual service volumes, as utilization is subject to operational need. Award is based on the lowest responsible compliant bid.
All bidders must submit completed certifications, declarations, payee information forms (STD 204), DVBE documentation (DGS PD 843), Commercially Useful Function Certification, proof of California business licensing or incorporation, Contractor Certification Clauses (CCC-4/2017), and a Certificate of Insurance naming the State of California as an additional insured. Company name must match identically across all submitted documents.
