About this opportunity
The City of Scottsdale, Arizona, on behalf of Maricopa County, is conducting a formal Invitation for Bid (IFB) solicitation numbered 26IFB2946 for the procurement of Champion Brand 401 Hi-Tech Mechanical Seals for the Water Resources Department on an as-needed basis. These seals are exclusively specified for use in vertical turbine and centrifugal pumps throughout the City's water treatment facilities, with no alternate products or manufacturers acceptable due to compatibility and standardization requirements established in the City of Scottsdale Booster/Well Pump Station Design Criteria. The procurement encompasses 28 different shaft sizes ranging from 1.000 to 3.000 inches, repair kits, and 316 sleeves, with bidders required to submit fixed unit pricing for each component that includes shipment, packaging, transport, delivery, and F.O.B. freight charges. Delivery must be completed to the North Corp Yard Warehouse at 9191 E San Salvador Drive, Scottsdale, Arizona 85258, within 30 days of purchase order receipt unless otherwise approved by the Contract Administrator. All products must be delivered in manufacturer's standard packaging with clearly distinguishable manufacturer name, part number, size, and grade information, and contractors must maintain a minimum of six months warranty on all materials and workmanship beginning from the City's in-service date. The critical deadlines are as follows: questions are due March 6, 2026 at 2:00 PM local time, and sealed proposal submittals are due March 16, 2026 at 2:00 PM local time through the City of Scottsdale Bonfire electronic procurement portal. Evaluation of bids will be conducted by awarding to the lowest responsible and responsive bidder whose bid conforms to all requirements, with the City reserving the right to award by individual line item, group of line items, or as a total, whichever is most advantageous.
Respondents must comply with comprehensive regulatory and operational requirements including E-Verify Program participation for immigration compliance, Arizona contractor licensing if applicable, and submission of non-collusion affidavits for construction work. Contractors must carry Commercial General Liability and Business Automobile Liability insurance with limits of $1,000,000 per occurrence, and are required to conduct substance abuse screening and criminal background investigations for all employees with potential termination for those deemed unsuitable by the City. The contract term is one year from the effective date of award with options for four additional one-year renewal periods based on Contract Administrator recommendation and Purchasing Director concurrence; prices remain fixed throughout the initial contract term with price increase requests only allowable 30 days prior to the contract anniversary date and requiring approval from both the Contract Administrator and Purchasing Director. No fuel surcharges are allowable, and the solicitation documents do not specify a budget range or award value, indicating pricing will be determined through competitive bidding. All submittals must be completed on City of Scottsdale forms without alterations and must include authorized signatures on the Offer and Acceptance Form, with bid bonds potentially required equal to ten percent of the total bid amount. Protests of any aspect of the solicitation must be filed within ten calendar days after the protestor knew or should have known of the facts supporting the protest.
