About this opportunity

The California Department of Veterans Affairs is requesting bids for Legionella water testing services under IFB 26CS0011, with bids due September 9, 2026 at 4:00 p.m. and public bid opening on September 10. There is no DVBE subcontracting goal; however, a 5% Small/Micro Business preference applies with a maximum preference cap of $50,000, and DVBE participation is encouraged.

Services are performed at the Chula Vista Veterans Home and include development of a Legionella Control Program manual in year one, semi-annual sampling and laboratory testing from eleven designated locations (six samples annually, collected in December and June), remediation services for positive test results (estimated 12 occurrences), emergency testing with a four-hour response time (three instances estimated), and hourly labor rates for remediation work during standard business hours (8:00 a.m. to 4:00 p.m., Monday–Friday) up to 24 hours per incident. The contractor must maintain a minimum of five years' experience in water testing, hold a California Department of Pesticide Regulation Qualified Applicator's License with Aquatic and Microbial Pest Control categories, and ensure laboratory analysis is performed by a CDC ELITE Certified Lab. All work shall be performed at the Chula Vista facility, with a program team including a Certified Environmental Specialist required. Insurance requirements are Commercial General Liability of at least $1 million per occurrence and Professional Liability of at least $1 million per claim.

The contract term runs from July 1, 2026 or upon Department of General Services approval through June 30, 2029. Bidders must submit a completed mandatory Rate Sheet establishing unit costs for each service category; the total of all line items serves as the basis for award. Written questions are due September 1, 2026 at 4:00 p.m., with answers posted by September 3 at 4:00 p.m. A mandatory walkthrough and Q&A period precede bid submission. The State reserves the right to modify the actual volume of services required based on operational needs, while all quoted rates remain binding for the contract term. Award is proposed for September 15, 2026.
