About this opportunity

The California Department of Veterans Affairs is requesting bids for Legionella water testing services at the Chula Vista Veterans Home under IFB 26CS0011, with bids due June 16, 2026 and a mandatory walkthrough on June 9 at 9:00 a.m. There is no DVBE subcontracting goal for this solicitation; however, a DVBE Incentive Program provides bid incentives ranging from one to five percent for confirmed DVBE participation, applied for evaluation purposes only. A five percent Small Business/Micro-business preference is available to certified small business enterprises, or to non-small business bidders claiming at least twenty-five percent small business subcontractor participation, with a maximum preference adjustment of $50,000.

The scope includes design and implementation of a comprehensive Legionella Control Program with semi-annual analytical sampling at eleven facility locations, emergency testing response within four hours of notification, remediation services for positive test results, and per-hour labor for up to 24-hour remediation work during standard business hours (Monday–Friday, 8:00 a.m.–4:00 p.m.). The contractor must hold a minimum of five years' experience in water testing, maintain a California Department of Pesticide Regulation Qualified Applicator's License with Aquatic and Microbial Pest Control categories, and utilize a CDC ELITE Certified laboratory. Place of performance is 700 E. Naples Court, Chula Vista, California.

The contract term runs July 1, 2026, through June 30, 2029. Compensation is based on fixed rates submitted on a mandatory Rate Sheet for each service line item; the State reserves the right to adjust actual service requirements based on facility needs. The contractor must maintain Commercial General Liability insurance of $1,000,000 per occurrence and Professional Liability of $1,000,000 per claim, with the State named as additional insured. Written questions are due June 10, 2026, at 4:00 p.m., with responses posted by June 13. Award is proposed for June 22, 2026, with public bid opening on June 17 at 10:00 a.m. Bids are submitted via email to huie.lovelady@calvet.ca.gov. The contract will be awarded to the lowest responsible bidder complying with all IFB requirements.
