About this opportunity

The California Department of Veterans Affairs is soliciting quotes for plumbing incidental repair services under SFQ 26CS0008, a Certified Disabled Veteran Business Enterprise (DVBE) solicitation only, with quotes due August 18, 2026 at 4:00 p.m. Eligibility is restricted to California-certified DVBEs that are also Small Businesses or Micro Businesses as certified by the California Department of General Services. A minimum 3% DVBE participation goal applies, with an incentive structure offering up to 5% price reduction for bids demonstrating 5% or greater DVBE participation.

The scope includes plumbing maintenance and repair services at the Veterans Home in Chula Vista, California (700 E. Naples Court), encompassing routine maintenance, fixture installation and repair, drain cleaning with video inspection capability, emergency repairs, and drain jetting services. The contractor must hold a valid California C-36 Plumbing Contractor license throughout the contract term. Standard work hours are 8:00 a.m. to 4:00 p.m., Monday through Friday; emergency repairs must be completed within two hours of notification, non-emergency repairs within twenty-four hours, and non-emergency work completed within five working days unless parts require ordering.

The contract term runs July 1, 2026 through June 30, 2029. Compensation is structured as hourly labor rates (specific dollar amounts are to be determined on the submitted rate sheet) for incidental repairs during normal hours, after-hours work, emergency services on weekends and holidays, and apprentice labor; parts and materials are reimbursed at actual cost plus ten percent, plus shipping and taxes, contingent upon written pre-approval from the Contract Manager. The State will withhold ten thousand dollars from final payment until the prime contractor submits an STD 817 DVBE Subcontracting Report. The contractor must maintain Commercial General Liability insurance of at least one million dollars per occurrence and Workers' Compensation insurance. Questions are due August 13, 2026 at 4:00 p.m., with responses posted by August 14 at 4:00 p.m. All submissions must be emailed to huie.lovelady@calvet.ca.gov. No protest right is available for this solicitation method.
