About this opportunity
The California Department of Veterans Affairs is requesting bids for temporary relief speech-language pathology services at the Veterans Home of California at Yountville under IFB 26CRY008, with bids due July 29, 2026 at 5:00 p.m. and public bid opening July 30 at 10:00 a.m. A DVBE incentive ranging from 1% to 5% is available for evaluated bid purposes; a 5% preference also applies to certified Small Business Enterprises or Micro Business Enterprises, with a maximum preference value of $50,000, and non-SB bidders proposing at least 25% SB/MB subcontractor participation may claim the same 5% preference.
Services must be delivered by licensed Speech-Language Pathologists holding current ASHA certification and valid California licensure. The contractor must respond to service requests within two hours and deploy qualified providers within 24 hours unless mutually agreed otherwise. Services are available Monday through Friday, 8:00 a.m. to 4:30 p.m., on an as-needed basis. The contractor must complete initial evaluations within one business day of scheduling, develop treatment plans consistent with physician orders, maintain resident confidentiality and HIPAA compliance, and complete all electronic medical record documentation by end of shift. Professional liability insurance of not less than $1,000,000 per claim and $3,000,000 aggregate is required, along with current CPR and BLS certifications and workers' compensation coverage.
Pricing is fully burdened and all-inclusive per hour, incorporating labor, benefits, payroll taxes, insurance, licensing, certifications, travel, lodging, meals, equipment, supplies, overhead, and profit. The State estimates 1,350 hours during the contract term but provides no guarantee of minimum assignments; actual service requests are on an as-needed basis. Award will be made to the lowest responsive and responsible bidder. The contract term runs August 1, 2026 through July 31, 2029. CalVet reserves the right to award up to three agreements to responsive and responsible bidders. Questions are due July 20, 2026 at 2:00 p.m., with responses posted July 22 at 5:00 p.m. The proposed award date is August 6, 2026. Bidders must submit certifications including Commercially Useful Function, Darfur Contracting Act, California Civil Rights Laws, non-collusion declaration, and Executive Order N-6-22 Russia Sanctions compliance, along with proof of licensure, Payee Data Record (STD 204), and a completed bid rate sheet.
