About this opportunity
The California Department of Veterans Affairs is soliciting bids for temporary and relief physical therapy services at the Veterans Home of California at Redding under IFB 26CRR009, with bids due August 14, 2026 at 3:00 p.m. and public bid opening on August 17, 2026. Award will be made to the lowest responsible bidder; the State reserves the right to award up to two contracts.
Eligible bidders must hold current California Physical Therapy Board licensure and possess at least twelve continuous months of experience within the last three years in a similar role in public or private institutions. Services will be performed primarily during normal business hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, with evening, weekend, and holiday coverage possible based on operational need. Contractors must provide all labor, materials, transportation, licenses, and permits. Background clearance via live-scan fingerprinting and initial health clearance including tuberculosis screening and Hepatitis B vaccination are required at contractor expense prior to service commencement. Professional liability insurance with limits of not less than one million dollars per claim and three million dollars aggregate is mandatory.
The estimated requirement is 84 monthly hours of Physical Therapist services over a 36-month contract term running January 1, 2027 through December 31, 2029. Hourly rates must remain fixed for the entire contract term. The hourly rate is all-inclusive, covering labor, supervision, payroll expenses, taxes, insurance, overhead, administrative costs, and travel; the State will not reimburse overtime premiums or compensation beyond awarded rates.
A 5% preference applies to certified small or micro businesses. A 5% Non-Small Business Subcontractor preference is available if the lowest bidder is not a small business and commits to at least 25% small business subcontractor participation. DVBE participation is encouraged with incentive percentages ranging from 1% to 5%. Bidders may utilize subcontractors with documentation on form GSPD-05-105. The State reserves the option to accept providers with less than twelve months of experience at a five percent rate reduction.
Written questions are due August 6, 2026 at 3:00 p.m., with responses posted by August 11, 2026. A mandatory walkthrough is referenced but specific details are not provided in the available documents.
