About this opportunity

The Massachusetts Department of Public Health is requesting responses on point-of-care diagnostic strategies to advance elimination of hepatitis C infection, with responses due September 15, 2026. The RFR (Request for Responses) is posted under solicitation 264827.

Respondents must demonstrate capacity and proven expertise in hepatitis C prevention, testing initiatives, care coordination, and point-of-care diagnostic implementation across Massachusetts healthcare settings and public health infrastructure. Organizations with established relationships in underserved communities and existing hepatitis C elimination programs are preferred. Subcontracted services require prior departmental approval, and all subcontractors must meet the same financial, program reporting, and reimbursable cost standards as grantees.

All responses must be submitted in English, in hard copy (no electronic responses permitted), and remain in effect for 90 days from submission. Bidders must maintain an active COMMBUYS seller subscription account, monitor COMMBUYS for amendments and Q&A, and certify compliance with Commonwealth Terms and Conditions. No debarred or suspended entities (federal or state) may respond. All costs must be in U.S. currency. HIPAA compliance applies. Double-sided printing on recycled paper with minimum 30 percent post-consumer content is required.

Award recipients must participate in the Commonwealth's Electronic Funds Transfer program and agree that pricing extended to the Commonwealth shall be the lowest offered to other state or public entity customers of similar size and terms. The Commonwealth retains the right to select responses demonstrating best value and to negotiate changes to grant performance or costs. No guarantee exists that services will be purchased, and the Commonwealth bears no responsibility for bidder costs incurred in responding.

Evaluation will assess technical feasibility, organizational capacity, staffing qualifications, budget reasonableness, compliance with state requirements, and likelihood of successful program implementation. A budget template and standard Commonwealth contract form are provided.
