About this opportunity

The City of Daytona Beach is soliciting proposals through a Request for Proposals (RFP) process to establish continuing services agreements with qualified architectural consultants for general architectural services. The City anticipates selecting three consultants to provide comprehensive services including functional and aesthetic programming analysis, preparation of contract bid documents, and design services for new building construction, recreational and passive park facilities, and existing building renovations and repairs. Secondary services required include the design of ancillary systems such as elevators, pedestrian railings, security fencing systems, and fire suppression systems, as well as production of conceptual drawings and analysis of alternative design concepts. All consultants must maintain active Florida architectural licensure for a minimum of ten years prior to proposal submission and must be licensed to practice architecture in Florida. Evaluation will be based on four weighted criteria: experience and past performance (35 points), qualifications of key personnel (30 points), project approach and management plan (20 points), and staffing and team organization (15 points). A mandatory pre-proposal meeting is scheduled for March 11, 2026, at 10:00 a.m. via Microsoft Teams, with a deadline for questions and requests for interpretation on March 31, 2026, at 5:00 p.m., and proposals due on April 7, 2026, at 2:00 p.m. Work will be authorized on a project-by-project basis through individual Work Authorizations upon mutual agreement of scope, schedule, and fees, with pricing submitted separately for each assignment.

Local Vendors, defined as businesses maintaining a permanent place of business with full-time employees within Daytona Beach for at least six months prior to RFP release, may receive up to 10% bonus points in the evaluation process. All proposals must be submitted electronically through the City's OpenGov platform with no paper submissions accepted, and consultants must identify their primary office location and name all primary sub-consultants in their proposals, with any changes to key personnel or sub-consultants requiring prior City approval. Prior to contract execution, consultants must provide proof of required insurance coverage including workers' compensation, commercial general liability insurance with a minimum of $1,000,000 per occurrence, and professional liability insurance with a minimum of $1,000,000. Additional compliance requirements include E-Verify verification, drug-free workplace certification, compliance with federal provisions if FEMA funding is utilized, and adherence to Florida Statutes Chapter 112 regarding conflicts of interest. No specific award value or budget range has been listed in the solicitation materials, as pricing will be determined on a project-specific basis through individual Work Authorizations as services are assigned to the selected consultants.
