About this opportunity

Clayton County, Georgia is requesting bids on e-waste disposal services under ITB 26-65, with bids due June 25, 2026 and questions due June 11, 2026. No set-aside or preference program applies; however, the County encourages utilization of small, minority, or woman-owned businesses under its Small Local Business Enterprise (SLBE) program with no specific subcontracting goal.

Bidders must collect, transport, and process e-waste at certified facilities compliant with Responsible Recycling (R2) Practices and EPA standards, with approximately 99% of all electronic waste material recycled rather than sent to landfills. Clayton County's Information Technology Department will remove hard drives and sanitize data prior to pickup. Bidders must hold a minimum of five years of experience in e-waste disposal services and submit W-9 forms, proof of Georgia business authority, current business licenses, E-Verify compliance affidavits, references, and insurance certificates.

The initial contract term is one year, with the option of four successive one-year renewal terms, commencing within ten calendar days of written notice to proceed and terminating December 31 of each contract year. Pricing is structured as standard e-waste disposal fees per pickup and cathode ray tube (CRT) disposal fees per pound, deducted from revenue payments to Clayton County and aligned with current commodity exchange market rates for general metal. Bidders must submit monthly reports by the fifth of each month and remit payment within 14 days of delivery via check to the Clayton County Board of Commissioners.

Insurance requirements include Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million per accident), Excess Liability ($2 million), Contractor Pollution Liability ($1 million per occurrence / $2 million aggregate), and Cyber Liability ($2 million per occurrence and aggregate). No bonding is required. Award will be made to the responsible bidder submitting the lowest cost responsive bid; the County reserves the right to make multiple awards or no award.
