Bidders must be Florida-licensed General Contractors or Mechanical Contractors with all subcontractors properly licensed in their respective trades. A competent superintendent must remain on-site at all times during work progress, and the vendor must designate a responsible English-speaking point of contact available 24/7 for emergencies.

The contract term commences upon receipt of Notice to Proceed with a 90-calendar-day completion requirement. Liquidated damages of $500 per calendar day apply for late completion. Payment follows the Florida Prompt Payment Act with invoices submitted monthly to the County General Services Department; the County processes payment within 20 days of receiving approved invoices and retains 5 percent retainage at its discretion, with final payment due within 30 days after project completion and readiness for beneficial occupancy.

Each bid requires a Bid Bond equal to 5 percent of the proposed base bid amount. Bids shall be submitted on a unit price basis covering all charges for completing work, including layout, insurance, taxes, field office and supervision, overhead and profit, permits, impact fees, bonds, and miscellaneous items. The contract will be awarded to the lowest responsive and responsible bidder. Written questions are due September 25, 2026 at 5:00 p.m. CDT. The anticipated Board meeting for the recommended award is scheduled for October 20, 2026. Successful bidders must execute required contract documents within 10 days of receiving notice of award. Bid prices remain valid for 90 days after bid opening. Bidders must submit proof of State of Florida Contractor's License, certifications regarding scrutinized companies requirements, affidavits of compliance with foreign entities and human trafficking provisions, anti-collusion certifications, conflict of interest disclosures, and drug-free workplace certifications. The vendor must comply with E-Verify employment eligibility verification requirements and maintain a Public Construction Bond per Florida Statute Section 255.05. Insurance requirements include workers' compensation with employer's liability limits of at least $500,000 per accident, general and automobile liability with minimum limits of $1,000,000 per occurrence, excess or umbrella liability, and specialized coverages depending on work activities; all deductibles and self-insured retentions require County approval.
