About this opportunity

The Augusta Procurement Department, on behalf of the Richmond County Sheriff's Office, is requesting bids for fire alarm system replacement at Charles B. Webster Detention Center in Augusta, Georgia, with sealed bids due June 30, 2026 at 11:00 a.m. (ITB 26-400). No M/WBE subcontracting goals apply; the Local Small Business Program Preference has been waived due to insufficient certified firms meeting minimum service requirements.

The scope encompasses replacement and repair of the existing fire alarm system, field-addressable devices, and audiovisual devices as documented in the June 13, 2025 Annual Fire Alarm Inspection and Testing Certificate. The June 2025 inspection identified 762 open corrective actions across the eight-pod facility, including smoke detectors, heat detectors, manual fire boxes, door controls, HVAC shutdown devices, and supervisory control valves. The current system comprises dual Notifier fire alarm control panels (main NFS 3030 and sub-panel NFS 320) with sealed lead-acid battery backup. Bidders must provide all equipment, materials, labor, tools, and implements necessary for completion. Contractors with five or more years of fire alarm service experience must document employee qualifications and safety training. All bids must include detailed line-item equipment lists (make, model, part number, description) with alternative equipment evaluated on fit, form, and function. Performance and Payment Bonds equal to 100% of the awarded amount are required.

General liability insurance of $1 million is mandatory. Contractors must hold a Georgia Class LV-A Low Voltage Contractors License and obtain E-Verify authorization. The anticipated project start date is August 3, 2026. An optional site visit may be scheduled by June 12, 2026 with Major C.V. Huffman. Written questions are due June 15, 2026 at 5:00 p.m. The contractor must submit progress reports at 30%, 60%, 90%, and 100% completion and provide a final system report with inspection and testing results. Payment terms are Net 30 in arrears after service inspection, with invoices due within 90 calendar days of service completion.
