This procurement is restricted to Small Business (SB), Small Business for the Purpose of Public Works (SB-PW), Micro Business (MB), or Disabled Veteran Business Enterprise (DVBE) contractors certified through the California Department of General Services, Office of Small Business and DVBE Services — a decisive eligibility filter.

Work includes saw cutting, trenching, backfilling, surface finishing, restoration to original condition, bollard installation where required, ADA-accessible ports, and third-party testing of new feeder conductors. All electrical work must conform to the 2025 California Electrical Code and California Building Code; charging stations must meet UL 2594, UL 223, and SAE standards.

Bidders must hold a valid Contractors' State License Board Classification C-10 and current Department of Industrial Relations registration. Prior to contract execution, contractors must submit Certificates of Reported Compliance for any fleet vehicles subject to California Air Resources Board In-Use Off-Road Diesel Fueled Fleet Regulations. Performance and payment bonds each in the amount of 100 percent of contract price are required. DVBE participation is not mandatory (set at 0%), but participation above 1 percent is encouraged with incentive consideration.

The contract is subject to prevailing wage requirements using August 2026 published rates and labor compliance monitoring by the Department of Industrial Relations. A mandatory virtual pre-bid site inspection via Microsoft Teams is scheduled for September 1, 2026 at 1:00 p.m., with attendance required for bid eligibility. Award is anticipated within 30 days of bid opening and is contingent upon fund availability through the State's normal budget process.
