About this opportunity

The Department of State Hospitals — Patton is requesting bids on automotive diagnosis and repair services for a fleet of 53 state-owned vehicles (model years 2008–2025) under IFB 26-30015-000, with bids due June 16, 2026 at 4:00 p.m. and public opening June 17. The bidder's facility must be within 30 minutes normal travel time from DSH-Patton and must hold DGS-certified Office of Fleet and Asset Management (OFAM) Approved Vendor status — a mandatory eligibility filter. A five percent small business preference applies to California certified small businesses, microbusinesses, or non-small businesses with 25 percent small business subcontracting. A disabled veteran business enterprise (DVBE) incentive of one to five percent based on DVBE participation percentage is available; DSH has waived the mandatory DVBE participation requirement.

Services include diagnosis and repair for Dodge Grand Caravans, Ford vehicles, Nissan vans, Chevrolet Silverados, Dodge Rams, International trucks, and specialty vehicles including refrigerated box trucks and buses. Work is performed Monday through Friday, 8:30 a.m. to 4:00 p.m., excluding state holidays. Bidders must submit itemized rates for diagnostic fees (estimated 30 per agreement), repair labor (estimated 450 hours), hazardous waste disposal, environmental fees, and parts and supplies with tax. The contractor shall provide all materials, tools, equipment, transportation, licenses, certifications, permits, and insurance; submit complete estimates following diagnosis and itemized invoices following repairs; maintain adequate parts supply; assign manufacturer's warranties to DSH; and comply with hospital safety, infection control, and workplace violence prevention protocols.

The anticipated contract term is July 1, 2026 through June 30, 2029. The bidder must be licensed to do business in California, provide three customer references for services within the past two years, and certify insurance requirements. Questions are due June 5, 2026 at 4:30 p.m. Award will be to the lowest responsive and responsible bidder.
