Scope covers laboratory testing (soil analysis, concrete and grout compressive strength, reinforcing steel testing), field testing (proof rolling observation, in-place density testing, concrete monitoring, grout formation, soil borings), and comprehensive reporting and engineering support for multiple construction project sites within Augusta and the surrounding service area. Estimated quantities over the five-year contract term include eight concrete pours, 40 concrete compressive strength tests, 65 Modified Proctor tests, 650 in-place soil density tests, 25 soil classification tests, and 25 hours of engineering consultation.

Required qualifications include current State of Georgia Certificate of Authorization, a licensed Professional Engineer with minimum 10 years of geotechnical experience, a Project Field Testing Technician with minimum 5 years of materials testing experience, American Concrete Institute credentials, Nuclear Density Gauge certification, and E-Verify enrollment. Professional liability insurance of at least $1 million is required. Unit prices must be submitted in a separate sealed envelope using the provided cost worksheet and include all labor, supervision, equipment, materials, supplies, transportation, testing, quality assurance, engineering evaluation, and report preparation.

The contract term is one year with four optional one-year renewals upon mutual consent; unit prices remain firm for the initial year. Price escalation requests are permitted once annually at least 60 days prior to renewal dates and cannot exceed 3 percent.
