About this opportunity

Hanover County, Virginia Department of Public Works is soliciting sealed proposals for professional engineering and project management services on the Route 33 Widening Project, with proposals due July 21, 2026 at 2:00 p.m. and an optional pre-proposal conference scheduled for June 23, 2026 via Microsoft Teams.

The scope encompasses a phased, five-task contract for widening Route 33 approximately 1.3 miles from two to four lanes between Winns Church Road and the existing four-lane section near the Henrico County line. Tasks include preliminary engineering services through right-of-way plan approval (Task I), utility coordination and relocation services (Task II), right-of-way acquisition services (Task III), final construction plans (Task IV), and construction phase services (Task V). Multiple tasks may be issued and underway simultaneously. It is anticipated that all tasks necessary for project completion will be assigned to the successful offeror. All work must utilize computerized design systems compatible with VDOT's automated systems and comply with VDOT policies, procedures, and Federal Highway Administration guidelines. An independent review of indirect cost rates is required to ensure compliance with Federal Acquisition Regulation Part 31 and VDOT requirements.

Evaluation criteria are weighted as follows: Project Manager's Qualifications and Experience (40%), Project Understanding and Design Concept (25%), Firm's Experience Developing and Delivering Similar Projects (25%), and Quality of the Proposal (10%). Following written proposal evaluation, two or more firms may be selected for oral presentations. The firm receiving the highest score will be requested to submit contract rates prior to award.

The project area is designated as an Economic Development Zone and has received $4 million in regional funding from the Central Virginia Transportation Authority; the County anticipates submitting subsequent grant applications for additional project funding. The contract period extends from the award date through project completion, with preliminary design work anticipated to begin immediately upon consultant selection and scope and fee negotiation. Addendum I was posted June 8, 2026. Inquiries must be directed to Niyoka Stewart, Contract Manager, at (804) 365-6061 or nlstewart@hanovercounty.gov no later than five working days before the due date.
