About this opportunity

The California Department of Justice, Bureau of Forensic Services is requesting bids for biohazardous waste removal and incineration services statewide under IFB 26-0166, with bids due October 2, 2026 at 4:00 PM PST and questions due September 23, 2026 at 3:00 PM PST. DVBE participation is mandatory — bidders must commit at least 3% of the total contract dollar amount to Disabled Veteran Business Enterprises or face rejection. Bidders may claim a 5% price preference for committing 25% subcontractor participation with small or micro businesses. Additional preferences are available for nonprofit veteran service agencies.

The scope encompasses packing, loading, transporting, storing, and incineration of biohazardous and regulated waste from eleven laboratory locations across California — Richmond, Sacramento, Ripon, Santa Rosa, Fresno, Jurupa Valley, Goleta, Watsonville, Chico, Eureka, and Redding. Pickup frequency varies by location from quarterly to biweekly, with an estimated total of approximately 410 containers annually plus stop charges and miscellaneous fees. Services must be performed Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding state holidays, with unbroken chain of custody maintained through incineration. The contractor must provide written call-off procedures allowing laboratories to suspend service when containers are empty.

The contract term is three years, from November 15, 2026 through November 14, 2029. All quoted rates must remain fixed throughout the term with no adjustments permitted. Payment is made monthly, quarterly, or annually based on actual services rendered within 45 days of receipt of a properly submitted invoice under the California Prompt Payment Act. Required insurance includes general liability coverage of at least $1 million per occurrence and environmental liability coverage for hazardous material handling. Bidders must comply with prevailing wage requirements and Cal/OSHA standards. No pre-bid conference or site visit will be held. Bid opening is scheduled for October 5, 2026 at 11:00 AM PST. The DOJ intends to award a single contract to the lowest responsive and responsible bidder.
