About this opportunity

The San Antonio Independent School District (SAISD) is seeking qualified vendors through Request for Proposal #26-015 to provide Workers' Compensation Third Party Administration (TPA) and related support services for this large urban K-12 district serving approximately 47,000 students in Bexar County, Texas. The procurement solicits comprehensive TPA services including claims administration, legal services, cost containment services, and loss control services, with vendors permitted to submit bundled or unbundled proposals. Required deliverables and services encompass dedicated staffing including one indemnity adjuster, one designated indemnity adjuster, one dedicated medical-only adjuster, an account manager, a workers' compensation supervisor, and adequate support staff with maximum caseloads of 125 claims for lost-time cases and 150 claims for medical-only cases per adjuster. Additional services include medical bill audits, hospital bill audits, pharmacy bill audits, pre-authorization services, medical case management in both field-based and telephonic modes, vocational case management, peer review services, required medical exams (RME), designated doctor exams (DDE), independent medical exams (IME), independent review organization (IRO) services, and private investigation services. Vendors must establish a local San Antonio office at no additional cost, provide web-based RMIS access for at least 12 users, conduct quarterly file reviews, and comply with District-established protocols. The evaluation criteria are weighted as follows: Purchase Price (35 points), Quality and extent to which services meet District needs (30 points), Reputation of vendor and services (10 points), Total long-term cost (6 points), Vendor's past relationship with District (5 points), References and Past Performance Questionnaires (5 points), Impact on HUB compliance (5 points), and other relevant factors (4 points). The proposal submission deadline is Tuesday, April 7, 2026, at 2:00 PM CST through the Bonfire portal at https://saisd.bonfirehub.com/portal, with vendor questions required by Tuesday, March 24, 2026, at 10:00 AM.

The District has established specific requirements regarding certifications, compliance, and vendor qualifications that prospective proposers must address. All vendors must submit required documentation including the Representation and Certification Form, EDGAR Compliance certification, HB 89 Israel Boycott Prohibition Form, SB 252 Verification Form, Conflict of Interest Questionnaire, and SWMBE Program Identification Form, with the latter indicating potential consideration under the District's Historically Underutilized Businesses (HUB) compliance program. Proposers must provide Past Performance Questionnaires from at least three non-SAISD references, preferably from educational agencies. Professional liability insurance of $500,000 and comprehensive general liability of $500,000 per occurrence are required, along with performance bonds equal to 100 percent of contract value for awards of $25,000 or more. The contract term shall be three years from the date of Board of Trustees approval with options to renew for four additional one-year periods based on mutual agreement, with the District reserving the right to renegotiate pricing during renewal periods. The award is contingent upon the availability of District funding with no guaranteed minimum work volume, and the District is exempt from sales and excise taxes. While specific award values are not listed, the pricing structure outlined in the vendor price sheet provides detailed line-item rates for all service categories across the five-year contract period, allowing for transparent cost analysis and budgetary planning.
