About this opportunity

The City of Goodyear is conducting a qualifications-based Request for Qualifications (RFQ) procurement for a Construction Manager at Risk (CMAR) to provide pre-construction design phase services and complete construction for the Municipal Operations Complex (MOC) Phase 1 Project. The procurement is overseen by the City of Goodyear in Maricopa County, Arizona. The project encompasses three primary components: a Solid Waste Facility and Site Campus on approximately 13 acres; infrastructure improvements including a 159th access road connecting north and south campuses, security, lighting, fencing, and utility connections; and a 55,000 square-foot Field Staff Facility for Public Works and other departments. The selected CMAR will be responsible for comprehensive pre-construction services including construction management planning, project scheduling, design document reviews, constructability and biddability analyses, cost estimating, guaranteed maximum price (GMP) proposals, alternate system evaluations, and subcontractor/supplier procurement and selection, with the potential transition to construction phase services at the City's discretion. Evaluation criteria are weighted across four categories totaling 1,000 points: Project Understanding and Approach (400 points), Experience of Prime Firm (300 points), Experience of Key Personnel and Subcontractors (200 points), and Subcontractor Selection Plan (100 points), with potential interviews comprising an additional 1,000 points. Critical deadlines include a pre-submittal conference on April 6, 2026 at 2:00 p.m. via Microsoft Teams, a Statement of Qualifications submission deadline of April 15, 2026 at 3:00 p.m. Arizona Time through the City's Bonfire procurement portal, a question submission deadline of April 8, 2026, anticipated contractor selection and contract award in May 2026, and anticipated construction commencement in October 2026 with completion by March 2027.

The procurement requires mandatory compliance with Arizona contractor licensing, E-Verify requirements, and proof of lawful presence in the United States; no specific set-aside designations for disadvantaged enterprises are identified in the solicitation documents. The CMAR must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability/E&O ($1,000,000 each claim/$2,000,000 aggregate or 10 percent of construction budget, whichever is larger), and Umbrella/Excess Liability ($2,000,000-$5,000,000 per occurrence). The design professional for the project is identified as Arrington Watkins Architects. The Owner's initial construction budget is estimated at approximately $95 million, with anticipated FY2027 funded budget of approximately $40 million, though actual available construction funding will be determined during the design phase. Compensation for design phase services will be negotiated on a not-to-exceed basis, with payment structured on a monthly basis for progress payments against completed work, provided no more than 90 percent of the contract amount is paid until final acceptance of design phase services and GMP approval. Construction phase services will be structured through a GMP model, with the CMAR assuming all construction risk at the contracted guaranteed maximum price.
