About this opportunity
Chatham County is requesting Statements of Qualifications from consulting firms to provide engineering design services for the President Street Grade Separation Project, a quality-based selection (QBS) procurement with SOQs due October 21, 2026 at 5:00 PM and a pre-qualification conference scheduled for September 29, 2026 at 2:00 PM via Webex.
The project scope encompasses design of a grade-separated crossing carrying East President Street over Bilbo Canal and the CSX Railroad between East Boundary Street and Truman Parkway in Savannah, Georgia, including concept development, environmental documentation, preliminary engineering, right-of-way plans, and final design across four phases. The prime consultant must hold Georgia Department of Transportation prequalification in Complex Urban Roadway Design (3.03), and the full team must include key leads prequalified in NEPA Documentation, Attitude/Opinion/Community Value Studies, Value Engineering, Major Bridge Design, and Complex Urban Roadway Design, with additional required prequalifications across environmental, utility, traffic, bridge, surveying, and erosion control specialties. All subconsultants must also be GDOT prequalified and comply with current GDOT Plan Development Process requirements.
The contract will be multi-phase and project-specific, anticipated to remain in effect through preliminary engineering completion, with the contract type (lump sum, cost plus fixed fee, cost per unit, or rate-based compensation) to be determined through negotiations. The project is currently funded through design only, with state and federal transportation funding anticipated. Chatham County will complete Phase I evaluation and notify three to five finalist firms by November 6, 2026; finalist firms will submit Technical Approach responses due November 20, 2026 at 5:00 PM. Phase I evaluation weighs Project Manager/Key Team Leader Experience and Qualifications at 30% and Resources and Workload Capacity at 20%. Phase II evaluation weighs Technical Approach at 35%, MBE/WBE/DBE Participation at 10%, and Past Performance at 5%. Although Chatham County has not adopted a specific DBE overall goal for federally funded projects, it will assess DBE participation and good faith efforts under the Chatham County MBE/WBE program. Written questions are due October 13, 2026 at 12:00 PM. Federal requirements including prevailing wage (Davis-Bacon Act), Equal Employment Opportunity, anti-kickback, Contract Work Hours and Safety Standards, environmental compliance, debarment verification, and Byrd Anti-Lobbying Amendment compliance (for awards of $100,000 or more) apply to the contract.
