About this opportunity
The San Antonio Independent School District (SAISD) seeks qualified vendors to supply milk, dairy, and juice products for its Child Nutrition Services Program on an as-needed basis. The procurement encompasses twenty-one line items, including various grades and flavors of milk (1% low-fat, 2% low-fat, fat-free, and whole milk in unflavored and flavored varieties), juices (orange, apple, and apple-cherry), and specialty items such as lactose-free milk and sour cream, with estimated annual quantities ranging from 40 gallons of whole milk to 200,000 cases of fat-free chocolate milk. All products must be delivered daily to SAISD cafeterias and warehouse locations in compliance with USDA standards, state regulations, and HACCP food safety requirements. Proposal submissions are due Thursday, March 19, 2026, at 2:30 PM (CST) through the Bonfire Portal, with mandatory product samples required by Tuesday, March 24, 2026, between 9:00 and 11:00 AM. The evaluation criteria allocate forty points to purchase price, with remaining points distributed among vendor reputation and references (5 points), product quality and packaging (10 points), extent to which goods meet district needs (10 points), long-term acquisition costs (10 points), SWMBE or HUB certification (1 point), and vendor location or employment in Texas (4 points). The contract term is one year from Board of Trustees approval with four optional one-year renewal periods, contingent upon mutual agreement and potential price renegotiation.
Bidders must provide a bid bond or cashier's check equal to five percent of the total bid amount, with successful bidders valued at $25,000 or more required to furnish performance and payment bonds equal to one hundred percent of the contract price. The RFP includes preference points for vendors holding SWMBE (Small, Women-owned, or Minority-owned Business Enterprise) or HUB (Historically Underutilized Business) certification, as well as additional points for vendors located in or employing workers in Texas. Pricing is subject to monthly adjustments based on the Texas Milk Marketing Area Federal Milk Order No. 126 Class I Raw Milk Price, with adjustments occurring on the first of each month. All proposal pricing is quoted F.O.B. destination with shipping and handling charges prepaid, and the district makes no quantity guarantees. The award will be made on an "all or none" basis to a single vendor based on the most competitive price and best value in accordance with Texas Education Code Section 44.031.
