About this opportunity

Chatham County, Georgia, in partnership with the City of Savannah, is soliciting Statements of Qualifications from consulting firms for engineering design services on the President Street Grade Separation Project under a Quality Based Selection process, with Phase I SOQs due August 14, 2026 and a virtual pre-qualification conference on July 29.

The consultant must be prequalified with the Georgia Department of Transportation in Complex Urban Roadway Design, with team members holding GDOT prequalifications in environmental documentation, traffic operations, bridge design, utility coordination, and surveying. The scope encompasses a grade-separated crossing carrying East President Street over Bilbo Canal and the CSX Railroad, along with East President Street widening, Truman Parkway interchange reconstruction into a signalized Green-T intersection, and roadway, drainage, utility, multimodal, and traffic operational improvements. Services span concept development and environmental documentation through preliminary engineering, right-of-way plans, and final design.

Phase I evaluation weights project manager and key team leader experience and qualifications at 30 points and resources/workload capacity at 20 points. The County will select three to five finalists by August 31, 2026, who will then submit Phase II responses by September 15, 2026 addressing technical approach (35 points), MBE/WBE/DBE participation (10 points), and past performance (5 points). The contract is multi-phase, project-specific, and remains in effect through completion of the preliminary engineering phase. Contract type and final compensation will be negotiated with the highest-scoring finalist; arrangements may include lump sum, cost-plus-fixed-fee, cost-per-unit, or specific rate-of-compensation structures. The project is currently funded through the design phase using State and Federal transportation funding sources.

The consultant must carry professional liability insurance with minimum limits of $1 million per claim, maintain general liability and worker's compensation coverage, register with E-Verify, and comply with GDOT Plan Development Process requirements, FHWA standards, prevailing wage obligations, and federal civil rights and environmental regulations.
