About this opportunity

Chatham County, Georgia is soliciting Statements of Qualifications from qualified engineering firms to provide design consultant services for State Route 204 Safety & Operational Improvements from SR 25/US 17 to King George Boulevard under a Quality Based Selection process, with SOQs due August 14, 2026 and a virtual pre-qualification conference on July 28.

This is a multi-phase, project-specific engagement covering concept development, environmental documentation, preliminary engineering, right-of-way plans, and final design. The scope includes removal of an existing traffic signal at Pine Grove Drive, closure of median openings, enhancement of the SR 204 westbound off-ramp to US 17, construction of a U-turn beneath the existing SR 204 bridge at US 17, and addition of acceleration and deceleration lanes. The prime consultant must be prequalified by the Georgia Department of Transportation in Rural Roadway Design (3.01); team members must hold GDOT prequalification in NEPA Documentation, environmental studies, land surveying, and utility engineering. All consultants and subconsultants must comply with GDOT Plan Development Process, applicable FHWA requirements, and state and federal standards.

The contract type and compensation structure will be determined through post-selection negotiations among lump sum, cost-plus-fixed-fee, cost-per-unit-of-work, or specific rate arrangements. No award amount is specified. The preliminary engineering phase is currently funded through state and federal transportation sources; additional funding will be required for right-of-way acquisition, utility relocation, and construction phases.

Federal compliance requirements apply, including prevailing wage (Davis-Bacon Act), Equal Employment Opportunity, debarment and suspension certifications, Title VI of the Civil Rights Act of 1964, the Byrd Anti-Lobbying Amendment for contracts exceeding $100,000, and domestic preference for U.S.-manufactured products where applicable. Written questions are due August 4, 2026 at noon. Finalist firms will be notified by August 31, 2026; Phase II responses from finalists are due September 15, 2026.
