About this opportunity

Chatham County, Georgia, through its Chatham Emergency Management Agency (CEMA), is requesting proposals for an annual on-call contract to provide tower inspections, assessments, preventive maintenance, repairs, emergency response, and storm-related services for eight communication tower sites supporting critical public safety communications infrastructure, with proposals due August 11, 2026. The resulting contract spans an initial one-year term with four optional one-year renewals subject to mutual agreement and County approval.

The scope covers routine and emergency inspections and condition assessments; post-storm damage assessments; preventive and corrective maintenance; grounding and bonding inspection and repair; antenna mount and hardware inspection and repair; coaxial cable and transmission line inspection and repair; equipment removal; and site documentation with remedial recommendations. The towers range from 40 to 360 feet in height, including guyed, free-standing, water tower-mounted, self-supporting, and trailer-mounted configurations. Pricing shall be submitted using an all-inclusive dollars approach with separate categories for inspections and assessments, structural integrity analysis, appurtenance mapping, scheduled maintenance labor rates by technician level, emergency services labor rates by technician level, and material/parts markup percentage.

Evaluation uses a two-step process: Step One scores proposals on experience and qualifications (20 points), technical approach and scope understanding (20 points), response capability and staffing (15 points), safety program and certifications (10 points), MBE/WBE participation (15 points), pricing proposal (15 points), and references (5 points), totaling 100 points. Step Two may add up to 30 additional points through interviews or presentations with short-listed firms if required. The County prioritizes Chatham County citizens for employment and materials sourcing under local preference guidelines and reserves the right to reject any or all proposals. Contractors must maintain commercial general liability insurance of $1 million minimum, worker's compensation coverage with $500,000 limits, and business automobile liability insurance of $1 million minimum. Successful contractors must execute the contract within 30 days of notice of award. Submissions and questions must be directed through the County's procurement portal at https://chathamcountyga.bonfirehub.com/portal; direct contact with CEMA or other County departments is prohibited.
