About this opportunity

The California Department of General Services is soliciting bids under IFB 26-0052a to replace the generator at the Winterhaven Border Protection Station in Imperial County, with bids due November 10, 2026. This public works contract requires contractors and all subcontractors to maintain workers' compensation coverage under California Labor Code Section 3700 before commencing work, pay prevailing wages, and comply with Labor Code Section 1776 record-keeping. Forfeiture penalties run $200 per calendar day per worker for wage violations and $25 per worker per day for Labor Code Section 1777.5 hour violations, which cap work at eight hours per day and 40 hours per week. Properly registered apprentices may be employed at standard apprentice wages.

The scope requires demolishing the existing propane generator and installing a 20kW/25kVA standby propane generator in a NEMA 3R sound-attenuated enclosure, specified as Cummins Model C20 N6. The work also includes a 20-foot exhaust extension, reconnection of the existing 120-gallon above-ground propane tank, and demolition and replacement of the integrated panelboard, conductors, and connections, with a new 100-ampere automatic transfer switch and 16-circuit panelboard. The contractor must provide temporary power to avoid facility disruption, complete a geophysical survey and Dig Alert 811 locate before excavation, and obtain permits from Imperial County and the Air Pollution Control District. Work must comply with the 2022 California Building Standards, California Electrical Code, California Fire Code, and NFPA 30, 37, and 110. The design is fixed: the Department of General Services developed the scope, and the Office of the State Fire Marshal approved the Project Manual on January 21, 2026. Deliverables include as-built drawings, testing and commissioning documentation, a one-year warranty on all work and equipment, and operator training of not less than eight hours.

The contract period runs January 1, 2027 through June 30, 2027, and the Winterhaven Border Protection Station sits at 3510 I-8, Winterhaven, California 92283. Bids must use the Cost Proposal Template without alterations, additions, or attachments, with dollar amounts entered for every line item covering demolition, materials and equipment, construction and installation, and miscellaneous costs. Blank cells may result in rejection, and a $0.00 entry is read as performing that service at no cost to the State. A 20 percent contingency is calculated on total costs, and each price must be inclusive of labor, equipment, permits, insurance, taxes, and all other required costs. The opportunity was posted October 15, 2026.
