About this opportunity
The San Antonio Independent School District (SAISD) in Bexar County, Texas, is issuing a Request for Proposal (RFP) for comprehensive Disability and Learning Services to support approximately 8,577 identified students with disabilities across pre-K through 12th grade programs. SAISD seeks qualified vendors to provide specialized consulting and therapeutic services on an as-needed basis, including speech-language pathology, occupational therapy, physical therapy, orientation and mobility services, sign language interpreting, applied behavior analysis, art therapy, music therapy, counseling services, assistive technology support, and dyslexia services. The district currently requires 3,732 students to receive speech services, 271 to receive occupational therapy, 112 to receive physical therapy, 38 to require orientation and mobility services, and 13 to require sign language interpreting. Proposals must be submitted electronically through the Bonfire portal by February 17, 2026 at 2:00 PM CST, with the bid opening held in-person at SAISD's Procurement Services office, and questions must be submitted by February 10, 2026 at 12:00 PM CST. The contract will be valid for one year from Board of Trustees approval with options to renew for four additional one-year periods based on mutual agreement and subject to potential price renegotiation. Evaluation will be based on best value, considering purchase price (35 points), vendor reputation and service quality (10 points), quality and extent to which services meet district needs (30 points), total long-term cost (6 points), past relationship with the district (5 points), references via past performance questionnaires requiring at least three references (5 points), historically underutilized business compliance impact (5 points), and other relevant value-added incentives (4 points). All vendors must provide evidence of valid state licensure as required by Texas, Bexar County, and the City of San Antonio, carry comprehensive general liability insurance of $500,000 per occurrence with $1,000,000 aggregate, and obtain performance and payment bonds or irrevocable letters of credit equal to 100 percent of contract value for contracts exceeding $25,000.
No specific set-aside designations for disadvantaged enterprises are detailed in the available documentation; however, the evaluation criteria include consideration of historically underutilized business compliance impact as part of the scoring framework. The RFP contains extensive federal EDGAR compliance requirements, criminal background check provisions, debarment certifications, equal employment opportunity standards, and conflict of interest disclosures that all vendors must satisfy. Pricing must be submitted on an Excel price sheet provided on the Bonfire platform, quoted on an F.O.B. destination basis with all shipping and handling charges prepaid, and the district is exempt from sales and excise taxes. The district does not guarantee a minimum amount of work, and this award is contingent upon the availability of District funding. No incumbent vendors or current contractors are identified in the available documentation, nor are specific budget ranges or award values provided; rather, the district reserves the right to award to single or multiple vendors and may terminate services at any time for non-performance based on the as-needed nature of the contract.
