This solicitation is exclusively restricted to California Small Businesses (SB) and Micro Businesses (MB) certified by the Department of General Services, with no other entity types eligible to respond. A tie-breaker provision provides preference to disabled veteran-owned businesses (DVBE) that are also certified small businesses. Proposers must submit a completed rate sheet with all-inclusive pricing for each service category, payee data records (STD 204 and 205), contractor certification clauses, bidder declaration, DVBE declaration if applicable, commercially useful function certification, Darfur Contracting Act certification, required licenses or certifications, sample invoice, and must certify they are not targets of economic sanctions under Executive Order N-6-22. Payment will be made monthly in arrears upon approval of submitted invoices, with a $10,000 withhold from final payment until the contractor complies with SB/DVBE certification requirements under California Military and Veterans Code Section 999.5. Specific pricing and total contract values are not detailed in the solicitation materials, as rates are identified as "TBD" and subject to competitive bidding based on the proposer's quoted rates.
