About this opportunity

Fulton County, Georgia is seeking a comprehensive Flow Monitoring Services & Infiltration/Inflow (I/I) Program Management contract through a Request for Proposal (RFP) issued by its Public Works Department. The solicitation targets a qualified Flow Service Provider to manage operations, preventative maintenance, and sewer system evaluation services for an existing flow monitoring network comprising 227 ADS Triton+ flow monitors, 32 ADS ECHO depth monitors, and 25 RainAlert III rain gauges. The contract will cover both North and South Fulton sanitary sewer service areas, supporting the county's infrastructure management of approximately 72,075 manholes and 2,579 miles of sewer line pipe. The RFP requires the selected vendor to perform quarterly site visits, maintain web-based monitoring platforms, conduct network evaluations, and execute temporary flow measurement studies. The evaluation process will use a 100-point scale with weighted criteria including project approach (25%), key personnel qualifications (25%), project experience (23%), and cost proposal (15%). Key dates include a pre-proposal conference on September 17, 2025, and proposal submissions due on October 8, 2025, at 11:00 A.M. The anticipated contract term is five years, starting January 1, 2026, and ending December 31, 2030, with two potential one-year renewal options.

While specific set-aside designations are not explicitly detailed in the provided documentation, the RFP suggests the county anticipates purchasing up to ten new monitors and five new rain gauges during the contract period. The monitoring network serves multiple municipalities including Alpharetta, Johns Creek, Milton, and Roswell, indicating a complex multi-jurisdictional service environment. The county has a critical performance requirement of maintaining billing monitor up-times of 95% or better, which will likely be a key performance metric for the selected vendor. The contract supports critical infrastructure functions, including compliance with Intergovernmental Wastewater Service Agreements and facilitating billing for interjurisdictional partners. Although specific budget ranges are not disclosed, the comprehensive nature of the services and the extensive monitoring network suggest a significant contract value. The successful vendor will be responsible for integrating with existing ADS Triton+, ECHO, and RainAlert technologies while providing comprehensive monitoring and maintenance services across Fulton County's extensive sewer infrastructure.
