About this opportunity
Fulton County, Georgia is soliciting proposals through a Request for Proposal (RFP) for complete operation and maintenance services of Water Reclamation Facilities (WRF) and pumping stations serving North Fulton County. The procurement encompasses 24/7/365 operations and maintenance coverage of three water reclamation facilities (Big Creek WRF, Johns Creek Environmental Campus, and Little River WRF), 28 wastewater pump stations, 5 potable water pump stations, and associated infrastructure across approximately 285 square miles serving more than 80,000 residential, industrial, and commercial customers. The selected contractor must provide all labor, materials, supplies, chemicals, fuel, vehicles, administration, reporting, and monitoring services necessary for safe and efficient operation in compliance with all applicable Federal and State Laws and County regulations. Key qualifications require proposers to demonstrate five or more years of O&M experience with municipal wastewater treatment plants featuring membrane bio-reactor (MBR) treatment at 5 MGD or larger capacity, with the proposed Project Manager holding a current Georgia Class 1 Wastewater Operator License and minimum 15 years of comparable experience including at least five years in MBR operations and five years in a management role overseeing multiple facilities. Evaluation will be conducted on a 100-point scale weighted across operation and maintenance plan (25%), key personnel qualifications (20%), relevant project experience (15%), environmental compliance record (20%), key personnel availability (3%), local preference (5%), service-disabled veterans preference (2%), and cost proposal (10%). The RFP includes a mandatory pre-proposal conference on July 29, 2025, at Johns Creek Environmental Campus with facility tours scheduled July 29-31, 2025, and proposals are due by August 25, 2025, at 11:00 A.M. via BidNet Direct, with oral interviews anticipated for the week of September 15-18, 2025, and a tentative Board of Commissioners award meeting on October 15, 2025.
This procurement is designated as a mandatory Joint Venture requirement at the prime contractor level, with minimum subcontracting availability targets of 16.83% Minority Business Enterprise (MBE) and 3.41% Female Business Enterprise (FBE) participation. The initial contract term is five years from the Commencement Date, with one optional five-year renewal period at the County's sole discretion, exercisable upon 180 days' written notice prior to the initial term's expiration. Minimum insurance requirements include workers' compensation, commercial general liability ($1,000,000 per occurrence), business automobile liability ($1,000,000), umbrella liability ($1,000,000), and professional liability ($2,000,000 per claim/aggregate). The County will reimburse specific costs including chemical disposal, residuals disposal, and carbon media replacement as outlined in the contract. While no specific overall award value is stated in the available documentation, the scope and complexity of managing three major water reclamation facilities, 33 pump stations, and supporting infrastructure across 285 square miles serving over 80,000 customers over a potential ten-year contract period indicates a substantial procurement opportunity.
