About this opportunity
The California Department of Veterans Affairs (CalVet) is seeking a Disabled Veteran Business Enterprise (DVBE) to provide door maintenance services for the Veterans Home located in Lancaster, CA. The solicitation, numbered 25LS0011, covers comprehensive door maintenance including quarterly services, incidental repairs, and emergency services for various door mechanisms such as Stanley Double Door Sliders, Single Swing Doors, and Access Single Door Sliders. Contractors must provide all necessary labor, materials, staff, transportation, licenses, and permits to perform detailed inspections, safety checks, lubrication, and adjustments to maintain door safety and functionality. The contract term is three years, running from July 1, 2025, through June 30, 2028. Key dates include a mandatory walk-through on July 17, 2025, at 10:30 am and a quote submission deadline of July 30, 2025, at 5:00 pm. Proposals must be submitted via email to ophelia.deollas@calvet.ca.gov, with a comprehensive set of required attachments including quote rate sheets, payee data records, and various state-specific declaration forms.
The procurement is exclusively reserved for California Disabled Veteran Business Enterprises (DVBE) certified by the Department of General Services, with a specific goal of 3% DVBE participation. Proposers must comply with unique requirements including an Executive Order N-6-22 Russia Sanctions clause and a Generative Artificial Intelligence (GenAI) Disclosure Notification. The contract includes a total parts replacement budget of $5,000, with rates specified for different service categories including standard business hours, emergency services, and weekend/holiday services. Contractors must be licensed to do business in California and maintain comprehensive insurance coverages, including commercial general liability and workers' compensation. The award will be made to the lowest responsive responsible quote, with potential tie-breaker preferences for disabled veteran-owned small businesses. Financial considerations include potential withholding of $10,000 from final payments if DVBE subcontractor reporting is not completed, and proposers must navigate complex certification processes typical of California state government procurement.
