About this opportunity

The California Department of Veterans Affairs (CalVet) has issued Invitation for Bid (IFB) No. 25LS0002 for Grease Trap Cleaning and Used Cooking Oil Removal Services, targeting multiple jurisdictions including Los Angeles County, Lake Los Angeles CDP, Los Angeles City, and East Los Angeles CDP. The procurement seeks a contractor to provide comprehensive grease trap and used cooking oil removal services, specifically for the William J. "Pete" Knight Veterans Home in Lancaster, California. Required services include monthly cooking oil pickup, quarterly grease trap pumping, and unscheduled emergency grease trap services, which entail providing two 55-gallon grease trap containers, picking up and disposing of used cooking oil, emptying a 2,500-gallon grease trap, and ensuring pipes remain unblocked. Contractors must be factory-trained on specified equipment, maintain all necessary permits and licenses, and comply with federal and state regulations. Key procurement dates include a mandatory walkthrough on September 12, 2025, at 8:30 AM, a deadline for questions on September 17, 2025, bid submission deadline on September 24, 2025, and a bid opening on September 26, 2025, with the contract term spanning from July 1, 2025, through June 30, 2028.

The solicitation includes specific set-aside provisions and participation goals, notably a 3% Disabled Veteran Business Enterprise (DVBE) requirement with potential bid preferences ranging from 3% to 5% based on DVBE participation levels. Small businesses can also receive a 5% preference, either as certified small/micro businesses or by subcontracting at least 25% to such businesses. Bidders must submit various certifications, including compliance with California Civil Rights Laws and Darfur Contracting Act requirements. While specific contract value is marked as "to be determined," the rate sheet includes placeholders for service pricing, with bidders required to provide all-inclusive rates for monthly cooking oil pickups, quarterly grease trap pumping, and emergency services. Insurance requirements are comprehensive, mandating commercial general liability, professional liability, automobile liability, and workers' compensation with specified minimum coverage amounts. The procurement emphasizes supporting small and veteran-owned businesses while ensuring competitive and responsible bidding practices, with the ultimate goal of securing a qualified vendor for critical facility maintenance services.
