About this opportunity
Fulton County, Georgia is issuing an Invitation to Bid (ITB) through its Department of Purchasing & Contract Compliance for the procurement of Colilert Reagent 24 and Colilert Reagent 18 supplies for the Department of Public Works to support mandatory water quality monitoring and testing programs. The procurement includes ten line items with estimated annual quantities: Colilert Reagent 18 (88 cases), Colilert Reagent 24 (50 boxes), Quanti-tray 2000 (61 boxes), 120 mL tear-off vessels with sodium thiosulfate (97 cases), SIM plates (110 packs), TECTAlert EC/TC (56 boxes), QT 2000 comparators (6 containers), Colilert and Colilert-18 comparators (2 containers), vessel labels (13 rolls), antifoam solution (3 containers), and flat-rate shipping charges. These EPA-approved reagents are required to conduct monthly water sample testing for total coliforms and E. coli detection in compliance with drinking water permits and National Pollutant Discharge Elimination System (NPDES) requirements; failure to maintain this testing program subjects the County to fines and penalties from Georgia's Environmental Protection Division or the U.S. Environmental Protection Agency. Bids must be submitted electronically through BidNet Direct by 11:00 a.m. on Tuesday, October 28, 2025, with bid opening occurring via web conference on the same date. The contract will commence in 2026 with an initial one-year term ending December 31, 2026, with two optional one-year renewal terms (2027 and 2028) subject to County Board of Commissioners approval and annual appropriations. Pricing must be submitted as firm fixed unit prices and extended prices for each line item with FOB destination delivery, and the award will be made to the lowest responsive and responsible bidder based on price, responsiveness, and responsibility criteria.
Fulton County has established work category availability targets of 11.49 percent for Minority Business Enterprise (MBE) participation and 2.62 percent for Female Business Enterprise (FBE) participation; contractors failing to meet these targets must submit utilization plans and report post-award payments through the B2GNow software program. All bidders must register with BidNet Direct at no charge and submit required compliance documentation including the Promise of Non-Discrimination, Schedule of Intended Subcontractor Utilization, Subcontractors & Suppliers Form, and Subcontractor Contact Form. The successful vendor must maintain commercial general liability insurance of $1,000,000 per occurrence with a $2,000,000 general aggregate and automobile liability insurance of $500,000 combined single limit. Invoices must reference the purchase order or master agreement number and be submitted to the Finance Department's Accounts Payable with payment terms of net 30 days from delivery, inspection, and acceptance. No incumbent vendor or budget range has been identified in the available documentation; however, the contract specifics regarding line item quantities and the specialized nature of EPA-approved reagents will inform the award value. The County reserves the right to reject any or all bids, waive minor irregularities, and terminate the contract for convenience with 30 days' written notice.
