About this opportunity
Fulton County, Georgia is soliciting bids for a national prisoner transportation services contract through Invitation to Bid (ITB) 25ITB1423276B-RT, targeting vendors capable of transporting extradited prisoners between governmental entities to meet court dates. The procurement specifically requires vendors to provide transportation services for different prisoner categories, including Adult Male, Adult Female, Juvenile Male, and Juvenile Female prisoners. Bidders must demonstrate full compliance with the Interstate Transportation of Dangerous Criminals Act of 2000 and all Department of Transportation regulations, including trip scheduling, driver logbooks, and DOT physical examinations. The bid was issued on August 27, 2025, with proposals due on October 1, 2025, at 11:00 AM, and a pre-bid conference scheduled for September 11, 2025, via web conference. The contract will run from January 1, 2026, through December 31, 2026, with potential for two additional one-year renewal terms, contingent upon County Board of Commissioners approval. Pricing will be structured on a per-mile basis with additional surcharges for court appearances, release dates, and form VI transport, based on historical mileage of 276,163 miles in 2024.
The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, but requires comprehensive insurance coverage including commercial general liability, business automobile liability, and workers' compensation, with Fulton County named as an additional insured. Bidders must participate in the E-Verify program and submit Georgia Security and Immigration Contractor Affidavits as part of their compliance documentation. While specific budget ranges are not detailed, the historical mileage suggests a significant potential contract value. The procurement appears open to qualified private transportation service providers with demonstrated expertise in secure prisoner transportation and strict regulatory compliance. No incumbent vendor information is provided in the documentation, and no specific technology integration requirements are mentioned beyond standard DOT and interstate transportation regulations.
