About this opportunity

The California Environmental Protection Agency's Office of Environmental Health Hazard Assessment (OEHHA) is requesting bids for laboratory analysis of polycyclic aromatic hydrocarbons (PAHs) and cotinine in urine samples under IFB 25-E0033, with bids due June 11, 2026 at 4:00 p.m. PST. The work supports the CHAIRS-LA study, a multi-institutional collaboration evaluating health impacts of oil refinery closures in the South Bay of Los Angeles.

The scope encompasses analysis of up to 520 urine samples—20 from Biomonitoring California and 500 from CHAIRS-LA residents near active and retired refineries—for carboxylic acid and hydroxy metabolites of PAHs and cotinine levels. The contractor must also participate in monthly study meetings with OEHHA and CHAIRS-LA staff and contribute to manuscript development. Deliverables for Biomonitoring samples are due December 31, 2026; CHAIRS-LA samples are due March 31, 2028.

The total contract value cannot exceed $176,000. The contract term extends through March 31, 2028, with a proposed start date of June 30, 2026. Minimum qualifications require the Principal Investigator or Contractor Manager to hold a PhD in environmental chemistry or a related discipline and have at least five years of experience conducting similar laboratory analyses. The bidder must be in good standing with the California Secretary of State and hold a valid California business license.

No mandatory set-aside applies; however, optional SB/DVBE preference and Target Area Contract Preference Act (TACPA) programs are available to certified bidders. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Motor Vehicle Liability ($1,000,000 per accident), Professional Liability ($1,000,000 per claim/$2,000,000 aggregate), and statutory Workers' Compensation. Bidders must submit three verifiable references from organizations receiving similar services within the past seven years, at least one from a public entity, preferably the State of California. Public bid opening occurs June 12, 2026 at 9:00 a.m. via Teams webcast. Notice of Intent to Award is anticipated June 15, 2026. All intellectual property and data created become the exclusive property of OEHHA.

You are invited to review and respond to this Invitation for Bid (IFB) titled, 25-E0033 Laboratory Analysis of Polycyclic Aromatic Hydrocarbons (PAHs) and Cotinine Services. Los Angeles County has some of the largest and highest concentration of oil fields in the United States. The neighborhoods of Wilmington and Carson are particularly impacted, as they are surrounded by five different refineries. Studies have shown elevated levels of numerous toxic air pollutants, including polycyclic aromatic hydrocarbons (PAHs), near oil fields. Exposure to these toxic air pollutants is associated with serious health effects such as asthma, respiratory diseases, cardiovascular diseases, and cancer. In 2025, the Community Health and Air Quality Implications of Refinery Retirements in Los Angeles (CHAIRS-LA) study was initiated to evaluate the impacts of oil refinery closures in the South Bay of LA. The CHAIRS-LA study is a collaboration between the University of California (UC), Los Angeles, UC Irvine, and Yale. The Communities for a Better Environment (CBE) and the Asian Pacific Environmental Network (APEN) are the community partners for this study. OEHHA added a biomonitoring component to CHAIRS-LA to collect urine samples from up to 150 residents living near both retired and active oil refineries in Southern LA. The purpose of the contract is for the analysis of the urine samples for PAHs and cotinine. For more details, please review the attached IFB packet.
