About this opportunity

The California Department of State Hospitals (DSH) is seeking a contractor to provide Prosthetics, Orthotic, and Pedorthic Services at the Coalinga State Hospital through an Invitation for Bid (IFB) numbered 25-64009. The procurement aims to secure a vendor capable of delivering high-quality medical services on an as-needed basis, with the contractor responsible for providing all necessary materials, supplies, equipment, and personnel. Bidders must possess a current Accredited Facility Certification from the American Board for Certification in Orthotics, Prosthetics, and Pedorthics and submit three professional references demonstrating their capability. The contract will run from July 1, 2025, through June 30, 2028, with services to be performed during standard business hours (8:00 a.m. to 5:00 p.m., Monday through Friday). Key evaluation criteria include compliance with minimum qualifications, pricing structure based on Medicare Durable Equipment Prosthetics Orthotics and Supplies (DMEPOS) Schedule and Medi-Cal Basic Rates, and adherence to state regulations. The bid submission deadline is May 30, 2025, with an anticipated contract award on June 4, 2025, and a planned service commencement on July 1, 2025.

The solicitation includes several set-aside and preference provisions designed to encourage participation from small and disadvantaged businesses. A 5% preference is available for small businesses, and there is a Disabled Veteran Business Enterprise (DVBE) incentive program. Bidders must demonstrate a legal right to do business in California and comply with specific requirements, including data security provisions and the California Consumer Privacy Protection Act (CCPA). The total contract value is not to exceed $360,000.00, with compensation calculated by multiplying Medicare Allowable/Medi-Cal Maximum Allowance rates by a percentage to be specified by the bidder. Notably, the solicitation includes a provision related to Executive Order N-6-22, which prohibits contractors targeted by economic sanctions against Russia from participating in the bidding process. Contractors must provide comprehensive insurance coverage and be prepared to integrate their services with existing hospital infrastructure. For CPT codes not found on the standard fee schedule, contractors will need to obtain pre-approval from the DSH Coalinga's Chief Physician & Surgeon for reimbursement.
