About this opportunity

The California Department of State Hospitals (DSH) has issued an Invitation for Bid (IFB) for Temporary/Relief Physical Therapy and Speech/Language Pathology Services at Napa State Hospital. The procurement seeks qualified contractors to provide licensed physical therapists, physical therapy assistants, and speech/language pathologists on an as-needed basis from January 1, 2026, through December 31, 2028. Contractors must deliver comprehensive medical services to support hospital staff, ensuring high-quality clinical evaluations and documentation that meet regulatory standards set by Title 22 of the California Code of Regulations, the Joint Commission, and the Department of Justice. The solicitation requires bidders to submit comprehensive proposals by November 12, 2025, with a public bid opening scheduled for November 13, 2025, and an anticipated contract award date of November 17, 2025. Key qualifications include proof of licensing, three reference letters, candidate resumes demonstrating at least two years of experience, successful background checks, tuberculosis screening, and compliance with COVID-19 guidelines. Services will be provided Monday through Friday from 6:00 a.m. to 7:00 p.m., excluding state holidays, and will supplement DSH's existing civil service staffing.

The IFB includes small business and disabled veteran business enterprise (DVBE) preference programs, offering eligible bidders up to a 5% preference in bid evaluation. Contractors must maintain specific insurance coverage, including commercial general liability insurance with a minimum of $1,000,000 per occurrence, professional liability insurance, and workers' compensation insurance. While the specific contract value is not explicitly stated, the three-year contract term and the comprehensive nature of services suggest a significant potential investment. The procurement is restricted to organizations that can meet stringent professional and regulatory requirements, with a focus on supplementing existing staff only after all other staffing methods have been exhausted. Potential bidders must demonstrate extensive experience in healthcare service provision, particularly in physical therapy and speech/language pathology, with a clear understanding of state hospital operational standards. The contract appears designed to provide flexible, high-quality medical staffing solutions for the Napa State Hospital and potentially other DSH facilities across California.
