About this opportunity

The California Department of General Services, Facilities Management Division is requesting bids on fire life safety system testing, inspection, maintenance, and repairs for the Attorney General Building (1300 I Street) and Discovery Tree School (1235 H Street) in Sacramento under IFB 25-324655, with bids due October 27, 2026 at 2:00 p.m. PT. A 3% Disabled Veteran Business Enterprise (DVBE) participation minimum requirement applies; DVBE participation of 7% and above receives a 5% bid incentive, with scaled incentives for lower participation levels. Small business preferences of 5% are available to California-certified small businesses performing a commercially useful function.

The scope spans quarterly water flow and tamper switch inspections, semi-annual fire sprinkler system inspections, annual fire alarm system inspections, annual fire pump performance tests, annual hood and duct system service, and a one-time five-year sprinkler system test across both buildings over a three-year term. Bidders must hold a valid California Class C-16 Fire Protection license and provide proof of general liability, commercial automobile, and worker's compensation insurance. All rates must remain fixed throughout the three-year contract term. The contractor must complete detailed cost sheets for preventive maintenance, one-time services, foreseeable repairs with specified component quantities, unforeseeable repairs with defined hourly rates for normal and emergency scenarios, and up to 40 hours annually of technical support services for each building invoiced separately. The State will not reimburse travel, freight, trip, tax, or fuel surcharges; the contractor must supply miscellaneous materials and safety equipment at no additional cost.

The anticipated contract start date is June 2027. A non-mandatory walk-through is scheduled for October 1, 2026 at 10:00 a.m., beginning at the Attorney General Building. Written questions are due October 8, 2026, with answers posted October 19. Bid opening is October 28 at 9:00 a.m. PT. The contractor must comply with prevailing wage requirements if applicable, register with the Department of Industrial Relations, and meet Russia sanctions certifications and California civil rights law compliance.
