About this opportunity

The State of California Department of General Services, Facilities Management Division is soliciting bids for statewide Legionella remediation and reduction services across Northern Region, Bay Region, and Southern Region under IFB 25-312523, with bids due September 2, 2026 at 2:00 p.m. Pacific Time. The procurement carries a 3% Disabled Veteran Business Enterprise (DVBE) participation requirement with incentive discounts available for DVBE participation exceeding the minimum threshold, and a 5% small-business preference for certified California small businesses applies where qualified vendors respond.

The State intends to award up to three separate contracts, one per region, on an as-needed basis to provide comprehensive Legionella management services at 51 state-owned buildings across Northern California (Sacramento area and surrounding), the Bay Area, and Southern California (Los Angeles, San Diego, and Fresno). Scope includes laboratory test result review and analysis, online and offline disinfection services, control measure plan development, and final reporting. Bidders must hold state registration and one of the following certifications: CHFM, PE with water treatment experience, CIH, ASSE 12080, or CWT. Current general liability, commercial automobile, and workers' compensation insurance, plus three professional references for similar work within the past five years, are required.

The anticipated contract term is 36 months with fixed hourly rates across all three years. Bidders must submit hourly rates and estimated annual service quantities for remediation services in each region for years one through three, plus rates for unforeseeable treatment and technical support services. Travel, freight, fuel surcharges, and unlisted fees are not reimbursable. A $10,000 withhold from final payment applies until DVBE certification requirements are satisfied. Payment occurs monthly by invoice, with each building invoiced separately. Questions are due August 20, 2026, with answers posted by August 27. A public bid opening occurs September 3, 2026 at 10:00 a.m. Bids must be submitted by mail or hand delivery to DGS/OBAS offices in West Sacramento; facsimile and electronic submissions are not accepted.
