About this opportunity

The State of California Department of General Services, Office of Fleet and Asset Management (OFAM), is soliciting bids for jewelry appraisal services to authenticate and value unclaimed property confiscated by the Transportation Security Administration and California Highway Patrol prior to state surplus auctions, with bids due August 6, 2026 at 2:00 p.m. PT. A 5% small-business preference applies to California-certified small businesses; non-small businesses may receive preference if committing to 25% subcontractor participation. Disabled Veteran Business Enterprise (DVBE) incentives ranging from 1% to 5% are available based on verified DVBE participation levels.

The scope includes appraisal of necklaces, bracelets, diamonds, gems, watches, rings, gold, silver, and related items at the OFAM location in Sacramento (1700 National Drive). Bidders must employ Gemological Institute of America (GIA) trained and certified technicians and provide three or more references demonstrating satisfactory performance on similar jewelry appraisal operations within the previous five years. Bidders must maintain current general liability insurance (minimum $1 million), commercial automobile insurance (minimum $1 million), and workers' compensation insurance.

The contract term is 36 months with rates fixed throughout the agreement period. Pricing is based on an hourly service rate for sorting and appraisal of miscellaneous jewelry and watches; the contract total is calculated by multiplying the annual total by three years. The State does not pay for ancillary fees including travel, freight, trip charges, or fuel surcharges.

Bidders must certify compliance with the Darfur Contracting Act, California Civil Rights Laws, and Executive Order N-6-22 regarding Russian sanctions. Written questions are due July 28, 2026; questions and answers will be posted July 30, 2026. Bid opening is scheduled for August 10, 2026 at 10:00 a.m. PT, conducted in-person or virtually via Microsoft Teams. Award will be made to the lowest responsive and responsible bidder after evaluation of references, insurance requirements, and preference/incentive qualifications.
