About this opportunity

The State of California Department of General Services, Facilities Management Division is soliciting bids on statewide lift certification, maintenance, and repair services across three geographic regions (High North and Northern, Bay and Central, and LA Metro/LA East/Southern) under IFB 25-307507, with bids due September 29, 2026 at 2:00 p.m. Pacific Time. A 3% Disabled Veteran Business Enterprise (DVBE) participation requirement applies, with incentive adjustments available for higher DVBE participation levels ranging from 1% to 5%. Small Business preferences of 5% are available to California-certified small businesses claiming 25% SB subcontractor participation.

Bidders may submit bids on one, two, or all three regions. The scope covers preventative maintenance, annual inspections, testing, certification, and repair services (both foreseeable and unforeseeable) for lift equipment statewide. Minimum qualifications include Automotive Lift Institute (ALI) Lift Inspector Certification, Cal/OSHA compliant operator training certification, current proof of insurance covering general liability, commercial automobile, and worker's compensation, and submission of three or more references for similar work within the last five years. Bidders must complete detailed cost sheets specifying service rates, labor hours, and parts replacement amounts across preventative maintenance, foreseeable repairs, and unforeseeable repair categories. The State will not reimburse travel, freight, trip charges, fuel surcharges, taxes, or miscellaneous materials such as tools, grease, and lubricants.

The anticipated contract term is 36 months with rates fixed throughout the agreement. The State reserves the right to add additional equipment to preventative maintenance services at listed rates via written amendment. Contract award will be made to the lowest responsive and responsible bidder after application of applicable preferences and incentives. Written questions are due September 16, 2026, with questions and answers posted by September 23, 2026. Bid opening is scheduled for September 30, 2026 at 10:00 a.m.
