About this opportunity

The California Department of General Services, Facilities Management Division, is soliciting bids on statewide lift certification, maintenance, and repair services under IFB 25-307507, with proposals due September 8, 2026 at 2:00 p.m. The State intends to award up to three separate contracts covering three geographic regions — High North and Northern Region, Bay and Central Region, and LA Metro, LA East and Southern Region — and bidders may submit bids for one, multiple, or all three regions.

A 3% Disabled Veteran Business Enterprise (DVBE) participation minimum is mandatory, with participation incentives available from 1% to 5% depending on confirmed DVBE levels. Small Business preferences of 5% apply to certified California small businesses; non-small businesses can claim a 25% subcontractor preference.

Services include annual lift certifications, preventative maintenance, inspections, testing, and repairs for scissor lifts, man lifts, boom lifts, and forklifts at various state properties. Bidders must hold Automotive Lift Institute (ALI) Lift Inspector Certification and current Cal/OSHA-compliant operator training throughout the contract term, plus proof of general liability, commercial automobile, and workers' compensation insurance.

The contract term is 36 months with fixed rates throughout. Compensation is structured as fixed service rates for preventative maintenance, fixed hourly rates and parts amounts for foreseeable repairs, and separate hourly rates for normal and after-hours unforeseeable repairs plus parts allowances. The State does not reimburse travel fees, freight, trip charges, taxes, or fuel surcharges; the contractor supplies miscellaneous materials and safety equipment.

Award will be based on the lowest responsive responsible bid after application of applicable preferences and incentives. Written questions are due August 25, 2026. Sealed bids must be submitted by mail or hand delivery to the DGS office in West Sacramento, California, with bid opening on September 9, 2026 at 10:00 a.m.
