About this opportunity
The State of California Department of General Services, Facilities Management Division is requesting bids for emergency generator services at the Department of Justice Building #075 in Sacramento under IFB 25-305525, with bids due October 7, 2026 at 2:00 p.m. A 3 percent Disabled Veteran Business Enterprise participation minimum is required, with incentive discounts for participation exceeding this threshold. A 5 percent Small Business preference applies to California-certified small businesses, and a 5 percent non-small business preference is available when a non-small business commits to 25 percent certified small business subcontractor participation.
Bidders must hold a valid Class C-10 Electrical license from the California Department of Consumer Affairs, Contractors State License Board. The scope encompasses preventive maintenance, repair services, technical support, and emergency response for two commercial generators — a 520 KW Caterpillar Generator #3 and an 800 KW Kohler Generator #5 — plus automatic and manual transfer switches and paralleling gear. Annual preventive maintenance includes fluid sampling analysis, operational and engine system inspections, lubrication and fuel system services, coolant maintenance, and two-hour resistive load bank tests for each generator. Pricing is structured across six cost tables: annual preventive maintenance (multiplied across three years), one-time engine belt replacement, foreseeable repair services with fixed labor and parts rates per generator, unforeseeable repair services with hourly rates for normal and emergency hours plus a $10,000 parts allowance, and technical support up to 40 hours per 12-month period. Contractor rates remain fixed for the entire 36-month contract term beginning February 15, 2027.
Bidders must provide proof of general liability, commercial automobile, and workers' compensation insurance; three references documenting similar work within the past five years; and completed cost sheets and required certifications. A non-mandatory walk-through is scheduled for September 24, 2026 at 10:00 a.m. Written questions are due September 25, 2026. Bid opening is scheduled for October 8, 2026 at 2:00 p.m.
