About this opportunity
The State of California, Department of General Services, Office of Fleet and Asset Management (OFAM) is requesting bids for maintenance and repair services on grille gates, roll-up doors, and sliding gates at 17 parking facilities across Northern California, with bids due August 4, 2026 at 2:00 p.m. PT. Bidders must hold California licensure as a General Engineering Contractor, General Building Contractor, Doors/Gates/Activating Devices Contractor (D-28), or Limited Specialty Contractor (C-61), and must meet a minimum 3% Disabled Veteran Business Enterprise (DVBE) participation requirement.
The scope encompasses preventive maintenance services on a semi-annual basis and repair services including parts replacement at facilities in Sacramento, Fresno, Oakland, and San Francisco, all performed in accordance with manufacturer standards and California Building Standards Code. Work must be completed during normal business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m. PT) unless prior approval is obtained. Emergency repair services require a one-hour response during normal hours and four-hour arrival time outside normal hours.
The contract term is anticipated to be two years, with OFAM holding a sole option to extend for one additional year at contracted rates. Prevailing wage requirements apply using February 2026 rates. Bidders must submit service rates for semi-annual preventive maintenance at each facility and hourly rates for four repair-service categories (normal business hours, outside normal business hours, emergency within normal hours, and emergency outside normal hours), plus miscellaneous equipment rental charges and a parts allowance of $135,000 with a markup percentage. The State will not pay for travel, freight, trip, tax, or fuel surcharges.
Small Business preferences of 5% apply; non-small businesses may claim preference with 25% small business subcontractor participation. Additional incentives are available for DVBE participation exceeding the 3% minimum. Non-mandatory walk-throughs are scheduled for July 13–15, 2026. Written questions are due July 17, 2026. Bid opening occurs August 5, 2026 at 1:30 p.m. PT. All required documents including proof of insurance, references, certifications, and payee data records must be submitted with the bid. The winning contractor must provide updated certificates of insurance within ten working days of award.
