About this opportunity
The California Department of Motor Vehicles (DMV) is seeking a contractor to provide rental and delivery of janitorial supplies for various DMV field offices through Invitation for Bid (IFB) 25-302. The procurement covers the rental and weekly delivery of specific janitorial items including dust mops (30", 36", and 42" with tools), wet mops with tools, dust cloths, sweep cloths, and hand towels to 19 DMV office locations during business hours on scheduled weekdays. The contract will run for 36 months, from April 1, 2026, through March 31, 2029, with transition-in and transition-out phases. Bidders must submit their proposals via email to DMVBIDS@dmv.ca.gov by January 12, 2026, at 11:59 p.m., with written questions due by January 2, 2026, at 4:30 p.m. and responses to be posted by January 6, 2026, at 4:30 p.m. The evaluation will be conducted on a lowest responsive responsible bid basis, requiring contractors to maintain specific insurance coverages including $1,000,000 in Commercial General Liability and Automobile Liability insurance, and Workers' Compensation insurance.
The procurement includes set-aside preferences for Small Business Enterprises (SBEs) and opportunities for Non-Small Businesses to receive preference by subcontracting at least 25% of work to certified Small or Micro Businesses. Additionally, a Disabled Veteran Business Enterprise (DVBE) participation incentive of 3-5% is available depending on the DVBE commitment level. The estimated total contract value is $161,316.00 for the entire 36-month term, with pricing to be based on a cost sheet submitted by bidders that includes weekly rental service costs and replacement costs for unserviceable items. The DMV does not guarantee minimum or maximum usage and will not reimburse travel costs. The contract is subject to California's Prompt Payment Act, budget contingency clauses, and force majeure provisions, ensuring flexibility and protection for both the state and the selected contractor.
