About this opportunity
The California Department of Motor Vehicles (DMV) has issued an Invitation for Bid (IFB) for the rental and delivery of janitorial supplies to 14 designated DMV field offices across the state. The contractor will be responsible for providing all labor, tools, materials, equipment, and travel necessary to support janitorial operations, including weekly pickup and delivery of dust mops (30", 36", and 42" sizes with tools), wet mops with tools, dust cloths (18"x18"), sweep cloths (36"x36"), and hand towels. Services must be performed once per week during DMV business hours on scheduled weekdays, excluding state holidays, operating under a one-to-one rental model with payment only for items physically placed in service. The contractor must maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation with employer's liability limits of $1,000,000. All pricing must be all-inclusive, covering labor, pickup, delivery, laundering, replacement, inventory management, overhead, and profit as submitted on the required Cost Sheet. The contract term is 24 months from April 1, 2026 or upon contract approval, whichever occurs later, through March 31, 2028, with a DMV option to extend for an additional 12 months. Questions are due February 26, 2026 at 4:30 p.m., with responses posted by March 3, 2026 at 4:30 p.m., and bids must be submitted via email to DMVBIDS@dmv.ca.gov by March 9, 2026 at 11:59 p.m., with bid opening scheduled for March 10, 2026 at 1:00 p.m.
Award will be based on the lowest responsive responsible bid, with bid preferences available to Small Business Enterprises (SBEs) and Non-Small Businesses, and a bid incentive for Disabled Veteran Business Enterprise (DVBE) participation ranging from 3% to 5% depending on the commitment percentage. Contractors must comply with all applicable federal and state laws, regulations, and executive orders, including Economic Sanctions requirements and non-discrimination assurances, and must submit required certifications, cost sheets, payee data records, bidder declarations, Darfur Contracting Act compliance documentation, DVBE documentation, and Civil Rights Laws Certification for bids of $100,000 or more. The estimated total contract cost is $161,316.00 over the 24-month initial term, though the DMV does not guarantee minimum or maximum usage levels. No incumbent vendors or existing infrastructure integration requirements are specified in this procurement. This re-bid opportunity (RE-BID #2) represents a significant contracted service opportunity for janitorial supply management across multiple state DMV locations, with eligibility extended to entities of various sizes and business classifications.
